i

Section - 2.05.4
geologic zones. Further, gob vent boreholes are not completed in any alluvial/colluvial water bearing
zone.
The inside of the steel casing will be sealed by placing a minimum of 50 foot of cement sealant from
at least 50 feet below ground surface to within 3 feet of the ground surface. To support the 50 foot
cement sealant, cuttings, gravel, a suitable inflatable packer, bridge plug or other mechanical plug will
be installed for the purpose of supporting the minimum 50 foot of cement sealant. Any casing
extending above the ground surface will be cut off and the hole location marked after reclamation is
completed. This sealing method will prevent methane migration through the inside of the cased
borehole and prevent methane migration to surrounding strata from the borehole.
In cases where the steel casing integrity has been compromised and jeopardizes the installation of the
minimum 50 foot plug an alternate plan will be implemented.
If groundwater is encountered during drilling and installation of gob vent boreholes, then boreholes
at these locations will be sealed using cement or other suitable sealant by placing the sealant inside the
steel casing from as close to the bottom of the casing as possible to within 3 feet of the ground
surface.
Following plugging and sealing of any drillholes or boreholes, OMLLC will file an abandonment
report within 60 days identifying the mapped hole location, hole depth, collar elevation, intervals
where water was encountered, hole diameter, type and amount of sealant used, sealing method, and
the name and license number of the driller and rig involved in sealing the hole(s).
Compliance with Clean Air Act. Clean Water Act, and Other Applicable Air, Water, and
Health and Safety Standards and Regulations
OMLLC's ongoing and future mining, reclamation, and related operations have been designed and
are conducted to effect full compliance with all applicable air quality, water quality, environmental
TR-66
2.05-69b Revised Mar. 2010
