III. COMMENTS- COMPLIANCE <br /> Below are comments on the inspection. The comments include discussion of observations made during the <br /> inspection. Comments also describe any enforcement actions taken during the inspection and the facts or <br /> evidence supporting the enforcement action. <br /> This was a partial inspection conducted by Janet Binns and Rob Zuber of Colorado Division of <br /> Reclamation, Mining and Safety. Jerry Nettleton and Brian Watterson of Twentymile Coal Company <br /> accompanied the inspection. The Foidel Creek Mine is a large active underground mine. The mining <br /> operation has moved the longwall into the Western Mining District(WMD) and have begun mining <br /> Longwall Panel 17L. The weather was clear and cold— 0 F in the morning and warming by the afternoon. <br /> The mine facilities and roadways were frozen during the morning,beginning to thaw as the afternoon <br /> progressed. No trains were loading coal at the time of the inspection. The mine site is snow covered with <br /> 12-20 inches of snow. <br /> Roads: Haul Roads and access roads throughout the mine were frozen,but in good condition. TCC has <br /> constructed the temporary access road to the topsoil stockpile in the CRDA expansion area. <br /> Topsoil: TCC continues to salvage topsoil from the RDA Expansion area. Equipment was removing topsoil <br /> from the pile at the base of the slope adjacent to an existing Overburden stockpile. Topsoil salvage is going <br /> well. Topsoil from the footprint of the overburden stockpile has been transported to the CRDA Topsoil <br /> stockpile. Sediment control measures appear to be in place but covered with snow. . TCC removes snow <br /> from active work area. The Diversion ditch crossing over the stockpile access road will be constructed using <br /> an"Arizona" crossing. All runoff from the active topsoil stripping area reports to Pond D, from both upland <br /> and disturbed areas. <br /> .......... ` >o <br /> as <br /> Overburden stockpile @ CRDA expansion <br /> TCC has completed drilling the 6RT underflow borehole near the junction of RCR27 and RCR33. Burying <br /> of the thickener underflow line has not been conducted.
