Cattany <br />Division Director <br />Natural Resource Trustee <br />Thank you for the time you and Tiffany Hawkins spent for the pre-operation inspection of this site last week. The <br />report of that inspection will be mailed to you under separate cover. There were numerous other issues we discussed <br />during the inspection, many of which are technical adequacy issues and are repeated in the following paragraphs. <br />Please provide responses to each item below, and identify it according to the exhibit to which it pertains. Portions of <br />the application and its exhibits that are considered adequate at this time do not appear in this letter. <br />Exhibit A - Legal Description (Rule 6.4. 1) <br />Map Al and the text provided in this exhibit depict only one entrance and no means of accessing Phase III. Please <br />revise the exhibit materials to include description and depiction of all entrances and onsite access road locations. (This <br />adequacy item is repeated for the other map exhibits, below.) Please note that any additional site entrances and/or <br />onsite access roads that are to be used for this operation, which are pre-existing and will not be significantly improved, <br />are not required to be added to the proposed permitted acreage. <br />Exhibit C - Pre-mining and Mining Plan Maps (Rule 6.4.3) <br />Map C.3 includes fencelines along the perimeter of the quarter section in which the proposed 89.38-acre permit area is <br />located, and Sixmile Road adjacent to the south side of the site. These are considered significant structures. Item "g" <br />states that there are no structures within 200 feet of the permitted area. Please revise the text, and ensure that these, <br />and any other such structures, are adequately described in Exhibit S. <br />Map C.3 shows a flowing well and a nearby ephemeral pond area. Though both of these features are clearly outside of <br />the permitted area, please revise the text (item "f") to include information about the well and pond, sufficient to <br />explain how there will be no adverse impact to these features. <br />Map C.3 shows the boundaries of the three mining phases, but no additional information about the mining plan, though <br />it is required. Please provide a revised map that includes the entrances, onsite roads, arrows showing the direction of <br />mining in each phase, areas that will be mined and not mined, and stockpiling and/or processing areas, as appropriate. <br />(Note: A sequence of maps, such as the three Reclamation Maps that were provided in Exhibit F, may be considered as <br />a way to show the sequence of mining phases.) <br />Please ensure that all contour lines are labeled with their elevations, and that each revised map is signed and dated. <br />(Cont.) <br />Office of Office of <br />Mined Land Reclamation Denver • Grand Junction • Durango Active and Inactive Mines
