z
My name is Mike Morgan
IVED
MAR 1 12010
Division o? "eclamatim,
p and Salty
I am not a public speaker but I have farmed my whole life

The Morgan Property is Prime Farmland irrigated in Alfalfa, Alfalfa/grass, corn small grains, and
had a small orchard.
About 30 years ago, we got out of the livestock production.
Since that time, we had no need for irrigated pasture, dryland pasture or potential cropland which
is also dryland.
I do not want to see the neighboring properties, Johnsons, Lloyds, Bensons and
Richards(Martins) reclaimed as dryland pasture as they were All irrigated fields.
I have concerns about what we call BENSONS MOUNTAIN and the differences in elevation.
When it is irrigated, spoil springs could develop. The view to the North from the Sunshine
corner is blocked by the mountain.
The 98A soils along Tuttle Draw in the Johnson, Lloyd, and Benson properties should be
examined as possible Alluvials.
There are several Domestic water wells within the Permit Area that I do not see addressed in any
of the Permit material. The Sunshine Corner, Bensons, Johnsons.
Pond 11 on the Morgan property is referenced as a possible life of 25 years. We want the pond to
be reclaimed before or at final bond release. If used for irrigation, pit water and some field
runoff is high salt content and High PH. I would prefer it not be used on the Morgan Property.
We have plenty of CC Ditch water to irrigate the property.
If the Division is concerned about irrigation after Bond Release. Reclamation Contours,
leveling, and single slopes need to be watched a lot closer so furrows, gated pipe, and
open ditches could be used as in Pre-mine lands, or sprinklers with gravity fed supply lines need
to be left on the properties.
The 50 shares of water offered Western Fuels by us, using the twelve year average for the CC
Ditch Company is equivalent to 85.49 Acre feet for the Month of July.
The Peak use for a crop of Alfalfa for the month of July on 107 acres (Morgans) at an ET rate of
.29 (WFC ET) is 80.16 acre feet. We have offered more water if needed. Properties East of
2700 road with limited or NO water were reclaimed entirely as irrigated cropland or irrigated
pasture.
Since we have the option in our lease to do the irrigation and reclamation on the Morgan
Property, water should not be a problem.
In Conclusion, All we wanted was to have our property put back as GOOD or Better than it was
. .. tom,
G? wewr_,lalc so,
e cati tiake.a livins;..as before infaffi
