b. Mining in the central portion of South Taylor pit is described as occurring "2008 - <br />2011 ", while subsequent years' mining are identified individually. Please delineate, <br />by individual year, the proposed mining sequence for 2010 - 2011. <br />7. Map 20B - Premining & Postmining Cross Sections - South Taylor Area <br />a. A dark blue "Fill Design" line appears on sections ST-B, ST-C and ST-D. This line <br />is not defined in the Legend. Please provide a description for the "Fill Design" <br />line. <br />b. Map 23A indicates zones of highwall mining in the western extent of cross section <br />ST A-A' and northern portions of ST C-C' and ST D-D'. For clarity, these zones <br />should also be identified on the cross sections. Please illustrate the zones of <br />potential highwall mining on the cross sections, as appropriate. <br />c. According to Rule 1.04(43a). ""Excess spoil" means spoil material not necessary to <br />achieve the approximate originals contour..." For the purpose of TR-81, the Division <br />considers "permanent" excess spoil to mean the following: 1) spoil placed <br />permanently outside the footprint of the area to be open-pit-mined (as illustrated on <br />Map 23A); and 2) spoil permanently placed at elevations higher than the premining <br />topography was at a given location. "Temporary" excess spoil is spoil placed at <br />elevations higher than the postmining topography, which will be removed prior to <br />final grading. Sections ST A-A' and ST D-D' each portray locations at which the <br />"PMT" is at elevations above the "Premine Topo". These areas should be shaded as <br />they are on sections ST B-B' and ST C-C'. Please shade all areas of "permanent <br />fill" on each cross section. <br />8. Map 45 - South Taylor Fill <br />a. In the cross section views, the slope ratios are not labeled. Please provide the H: V <br />slope for the "Design Fill" surfaces (where sections have been drawn parallel to <br />the slope), verifying that recommended slopes from the Shannon & Wilson <br />study have been incorporated. <br />b. For each temporary fill, additional cross sections would be helpful, oriented <br />approximately perpendicular to B-B', C-C' and E-E'. <br />c. Extents of anticipated highwall mining are not shown on the cross sections or in plan <br />view. Please add these features to Map 45. <br />d. The maroon-colored line in the southern portion of the plan view is not identified in <br />the legend. Please revise as necessary. <br />e. In the legend, a thin purple line is labeled "South Taylor Fill Design". This line does <br />not appear in the diagram. Please review and revise as necessary. <br />Rule 3.02.2 - Determination of Bond Amount <br />9. Colowyo has provided a new reclamation cost estimate based on the proposed changes in <br />TR-81. This cost estimate was submitted as Technical Revision 85. While this cost <br />estimate does appear to include the changes proposed by TR-81, the cost estimate needs <br />to be included and evaluated within the TR-81 revision. Since major changes to the
