Martin <br />Executive Director <br />Dick Wolfe, P.E. <br />Director/State Engineer <br />We have reviewed your letter of November 13, 2009 requesting renewal of the above referenced <br />substitute water supply plan for a sand and gravel pit. The required fee of $257.00 for the renewal of this <br />substitute supply plan has been submitted (receipt no. 3643476). The original supply plan was approved on <br />December 16, 1999 and it was most recently approved in a letter dated November 6, 2009. <br />SWSP Operations <br />This plan seeks to replace depletions resulting from mining operations at the Wagner/Kauffman <br />Pit #3 (WDID 0403008). The mine is located in Larimer County in Sections 17, 20 and 21, Township 5 <br />North, Range 68 West of the 6th P.M. In the previous SWSP it was anticipated that mining would be <br />completed in 2009 and the reclamation will begin in 2010. Due to recent economic conditions, mining is <br />projected to continue through 2010. The depletions that result from the mining operation are evaporation <br />and water lost in the mined product. This SWSP will cover the replacement of the projected depletions of <br />18.8 acre-feet from January 1, 2010 through December 31, 2010. The replacement will be made using a <br />lease from the City of Loveland. Lined storage is planned after reclamation for a portion of the site. The <br />remaining mining area will be backfilled above the ground water table as required in the reclamation plan. <br />Depletions <br />The exposed ground water surface area is 2.6 acres resulting in 6.00 acre-feet of evaporative <br />depletions. The aggregate production at the Wagner/Kauffman Pit #3 is projected to be 350,000 tons <br />which will consume 10.3 acre-feet of water lost with the mined product. The total estimated net depletions <br />for 2010 from this operation will be 16.3 acre-feet per year. <br />The mining operation has continuously dewatered directly back to the Big Thompson River since <br />2000. The estimated dewatering rate at the Wagner/Kauffman Pit #3 site is approximately 1000 gallons <br />per minute. As long as the pit is continuously dewatered, the water returned to the stream system should <br />be adequate to offset the depletions.
