Ill. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the inspection <br />and the facts or evidence supporting the enforcement action. <br />This was a Partial Inspection of the Hamilton Mine conducted by Marcia Talvitie of the Colorado <br />DRMS beginning at 12:45 p.m. on Wednesday, 17 February 2010. No representative of the <br />operator was present during the inspection. Weather conditions were partly cloudy and breezy. <br />Signs and Markers <br />The Mine Identification sign posted at the entrance to the permit area is extremely faded, but <br />still legible. The Honeywood Coal Company sign appears to make a good target for shooting <br />practice (Photo 1). <br />Topsoil stockpiles were marked with identification signs. <br />Roads <br />Haul Roads to Mining Area Nos. 1 and 3 were dry in some areas, muddy where the snow had not <br />yet melted completely. Ponds A and B were accessible by vehicle. <br />Hydrologic Balance <br />On the eastern end of the impounding structure for Pond B, adjacent to the emergency <br />spillway, there was evidence of recent disturbance, possibly due to the burrowing activities of an <br />animal (Photo 2). This location should be monitored to ensure that the structural integrity of the <br />dam is not jeopardized. <br />Ponds A and B were both dry and the primary and emergency spillways were unobstructed. <br />All culvert pipes were inspected and found to be clear. <br />Fish & Wildlife <br />No elk or deer were sighted during the inspection, but their tracks were exceedingly abundant <br />throughout the permit area. <br />Revegetation <br />Rubber rabbit brush showed signs of being browsed by wildlife. <br />Russian thistle skeletons were plentiful in Mining Area No. 3. <br />The inspection concluded at 2:00 p.m. <br />Hamilton Mine C-1991-078 17-Feb-2010
