III. COMMENTS -COMPLIANCE <br />Colowyo C-1981-019 <br />10 February 2010 <br />Pg 1 /4 <br />Below are comments on the inspection. The comments include discussion of observations <br />made during the inspection. Comments also describe any enforcement actions taken <br />during the inspection and the facts or. evidence supporting the enforcement action. <br />This was a partial inspection of the Colowyo Mine conducted by Jim Stark of CDRMS. <br />The inspection was conducted on 10 February 2010. Kurtis Blunt and Lance <br />Sigismond of CCC accompanied me on the inspection. Duane Matt and Christy <br />Hulsman of OSM also accompanied me on the inspection. The main purpose of this <br />inspection was an OSM special focus on approximate original contour (AOC). The <br />OSM completed an office (permit) review of AOC in January and conducted this <br />field review on 10 February 2010. The field review included walking portions of the <br />reclaimed area in the East Pit. Elevation measurements were taken with a Trimble <br />GeoXT handheld GPS unit. These measurements were taken to compare the <br />reclaimed slopes with those that have been permitted. All of the elevation points <br />that were taken are relative elevations, as they were not corrected at a known <br />elevation point. <br />Roads: - Colowyo was completing the required final work on the new South Taylor <br />haul road. They were working on widening the road in several places. The remaining <br />work includes crowning the road and surfacing the road with rock. Colowyo is <br />currently using this haul road and the remaining items must be completed and the <br />road certified. The haul road is partially an in-pit road (the portion that is within the <br />limits of the West Pit) and partially a haul road that must be designed and certified <br />pursuant to Rule 4.03.1. Upon completion of the haul road Colowyo must provide an <br />engineer's certification report to the Division indicating that the road has been <br />constructed as designed and an as-built map of the road. <br />- The main haul road to the office area and the loadout is a paved road. The road is <br />well maintained and stable. <br />- The Section 16 Pit haul road corridor is no longer being used, as Colowyo is currently <br />dumping spoil into the pit. See the "Backfilling and Grading" section of this report for <br />more detailed information regarding the Section 16 Pit. The haul road to access the <br />truck dump in the Section 16 Pit is an in-pit road. The road was well maintained and <br />stable and no erosional problems were noted on the road. <br />- Haul Roads A and B and the network of in-pit roads in the West Pit and South Taylor <br />Pit were all stable and well maintained at the time of the inspection. Colowyo is <br />continually performing maintenance work on these roads as necessary. With the <br />construction of the South Taylor haul road Colowyo will stop using Haul Roads A and <br />B (except to access the East Pit and the northern portion of the Section 16 Pit). All <br />other traffic will use the newly constructed South Taylor Haul Road. There were no <br />problems with fugitive dust on the roads at the time of the inspection.
