(Page 2) <br />MINE ID # OR PROSPECTING ID #: M-1979-Q78 <br />INSPECTION DATE: 2/18/In <br />OBSERVATIONS <br />INSPECTOR=S INITIALS: MAC <br />The inspection was conducted by Michael Cunningham of the Division of Reclamation, Mining and Safety <br />(Division). David Seymour of Lincoln County was also present for the inspection. The Pickenpaugh Gravel Pit <br />is located approximately 0.5 miles east of Hall Station, Colorado. The site is permitted for 8.6 acres and the post <br />mining land use is general agriculture. <br />The perm .t sign was posted at the entrance to the site and the da?, of the affected land :vas clearly <br />delineated per Rule 3.1.12. No mining was taking place at the time of the inspection. Topsoil has been salvaged <br />and placed at the top of the pit walls; the topsoil stockpiles are vegetated and do not show any signs of erosion. <br />The topsoil stockpile located on top of the west pit wall is within several feet of the permit boundary. Therefore, <br />the west pit wall should not be mined any further in order to ensure that no disturbance occurs outside of the <br />permit boundary during grading and the replacement of topsoil. <br />The Pickenpaugh Gravel Pit has a northerly aspect and is situated in a natural drainage channel that captures <br />storm water runoff from higher elevations to the south of the site. Rills and gullies were observed on the <br />southern pit slopes. This has been cited as a problem and will require corrective action by the Operator; please <br />see Page 3 of this report for the required corrective action. The Operator has constructed a small dam near the <br />center of the pit to control storm water runoff; the dam was breached during high precipitation events in 2009. <br />The Division reviewed the permit file and could not find an approved stormwater management plan or <br />stormwater discharge permit from the Water Quality Control Division (WQCD). This has been cited as problem <br />and will require corrective action by the Operator; please see Page 3 of this report for the required corrective <br />action.
