PeabodH <br />Sage Creek Coal Company <br />29515 Routt County Road #27 <br />Oak Creek, CO. 80467 <br />March 3, 2010 <br />Dear Routt County Resident: <br />Peabody Energy is beginning a permitting process to develop the Sage Creek Mine, a planned <br />underground operation in Routt County. Twentymile Mine, a long-time neighbor in the county' will continue <br />operating at its current production levels for years into the future. Because the permitting process is <br />lengthy, Peabody routinely begins permitting activities well in advance of planned mining activities. <br />Permitting Sage Creek will provide long-term sourcing flexibility for Peabody, enabling us to continue to <br />deliver low-cost, clean coal to meet the energy needs of families in the-region.- <br />Initial production at Sage Creek will reach up to 2 million tons per year and could potentially be expanded <br />to support a larger operation, based on market demand. Development activities could begin as early as the <br />second half of 2010 and existing facilities will be used whenever feasible. <br />In addition, the company is pursuing separate permits to transport up to 2 million tons of coal per year from <br />the Sage Creek Mine to the Hayden Generating Station or, if necessary, to instead deliver coal and rocky <br />material to existing coal cleaning facilities. <br />Twentymile Mine is the largest employer in Routt County and Northwest Colorado, and we are Colorado's <br />number one coal producer, supplying 25 percent of the state's output. In addition to providing stable high- <br />paying jobs, the mine last year contributed $780 million in direct and implied economic benefits to our <br />region. We also take pride in our numerous state and national honors for safety, environmental excellence <br />and good neighbor practices, and we will continue to earn our reputation for excellence at Sage Creek. <br />With these permits, we can continue to support the Routt County community and fuel clean, affordable <br />energy for years into the future.
