Martin <br />Executive Director <br />The Division of Reclamation, Mining, and Safety (Division) has completed the adequacy review of <br />materials received for Technical Revision No. 1 (TR-01) to the Northfield Mine permit application. <br />This revision proposes changes to the location of the facility area and adds a return air ventilation <br />shaft. <br />1. The Division is in the process of updating the cost estimate with any new costs associated <br />with this revision and current unit costs for all tasks required to reclaim the site in <br />accordance with the approved reclamation plan. This would have been necessary prior to <br />Northfield submitting a bond in the future so from a timing perspective, this is an <br />appropriate opportunity to get that done. The Division would also like the approved <br />estimate to be included as an exhibit to the permit application. Please submit a new <br />exhibit table of contents page and update permit page 3.0-1 with the necessary permit <br />text identifying the location of the cost estimate. <br />2. Map7, Mine Plan does not show the location of the cliffs as previously shown on the <br />approved version. Also, the map does not include any date reference for the changes that <br />were made. Please review and re-submit as appropriate. <br />3. Page 2.05.3-19 states "Northfield is in the process of obtaining core samples to provide <br />geochemical data on the roof, floor, interburden, and coal for the Ocean Wave seam. No <br />toxic or acid-forming materials are anticipated..." This text appears to be a remnant of the <br />original permit submittal. Unless the Division is mistaken, geochemical data is included in <br />the Northfield permit in Exhibits O, AG, and Al.
