0 2.05.3 <br />3. Utility Corridor <br />A utility corridor was constructed to provide a cleared route for the water line, <br />power line and downhill conveyor. The proposed surface disturbance is a <br />steep corridor about 3,000 feet long. <br />4. Benches <br />The proposed surface disturbance for the upper mine facilities includes the <br />construction of benches with related access roads. The first or upper is a <br />utility bench for a water tank, electrical substation and ventilation shaft and <br />two fans. The second bench or D -Seam portal bench is developed for an <br />office, change house, shop, warehouse, screen and crusher building, coal <br />stockpile, reclaim tunnel, radial stackers and other facilities. Portions of the <br />portal bench will be utilized for material storage and other mine facilities that <br />are discussed in section 2.05.3(3). A small bench along the haul road was <br />constructed for the downhill conveyor transfer and drive building. The B- <br />Seam portal bench was developed during 2003 for mine entries, portal <br />conveyor, transfer tower and other facilities. Another bench was constructed <br />along old State Highway 133 for the coal stockpile, reclaim system and truck <br />loadout. The Hubbard Creek shaft bench was constructed in 2007 & 2008. <br />It is located immediately west of Hubbard Creek Road approximately three <br />tenths of a mile north of the USDA -FS boundary. <br />The Hubbard Creek shaft pad was strewn with large sandstone boulders. <br />These boulders were mechanically broken into —24" minus rocks. Some <br />of the rocks were used on site to stabilize cut and fill slopes. Some were <br />taken to a temporary rock storage area near Freeman Gulch. <br />Approximately 1,300 cubic yards of rock and dirt were hauled to the Bowie <br />No. 1 Mine for permanent disposal. Based on the Operators knowledge <br />of geology in the area, sandstone is non -toxic and non acid forming. <br />The slope above the B -Seam portal bench is unstable and has caused <br />problems with the haul road and has partially crushed out one of the B- <br />Seam portal entries. The Operator has decided move the haul road to the <br />north and re -align curve #11 in order to flatten the slope above the B- <br />Seam portal bench. The plans for this project are shown on Maps 15 -5 <br />and 15 -6. The project includes the construction of a riprap reinforced <br />slope above the B -Seam Portals and two soil nail retaining walls. Soil nail <br />wall #1 and #2 are 220 feet long and have 2,170 and 1,630 face square <br />feet respectively. A 350 foot long French drain will be constructed along <br />wall #2.
