Location of Areas Under Consideration for Termination of Jurisdiction <br />The reclaimed mine site is generally located in Las Animas County six miles east <br />of the Interstate 25 Ludlow exit on County Road 44 in Del Agua Canyon. The <br />precise description of the permit boundary is S 1 /2 N 1/2, S 1 /2 Section 15, NE 1 /4 <br />NE 1/4 Section 21, Section 22 (all), T31S R63W of the Sixth Principal Meridian. <br />A coal loadout (Linden Avenue) was located in a portion of Section 15, T33S <br />R63W of the Sixth Principal Meridian in the town of Trinidad, Colorado. <br />Another rail loadout was planned, but never operated, on the west side of the <br />railroad as it crosses County Road 44, immediately southwest of the Ludlow <br />Massacre memorial. <br />Lands included in the Termination of Jurisdiction Process <br />A total of approximately 254 acres were disturbed at the Trinidad Basin Mine within <br />a total permit area of 1167 acres. The entirety of the disturbance and reclaimed area <br />was at the mine site itself, as the Linden Avenue coal loadout in Trinidad was <br />previously disturbed. The proposed loadout near the Ludlow Massacre site was <br />never constructed. <br />Dollar Amount of Bond to be Released <br />The Trinidad Basin Mine is a permit revocation/bond forfeiture site. All bond <br />monies were spent during the reclamation liability period to complete remaining <br />reclamation tasks. No bond money remains at the time of this TOJ process. <br />II. BACKGROUND OF THE TRINIDAD BASIN MINE <br />Initial Permitting History <br />Located in Las Animas County in the Raton Basin Coal Field, the Trinidad Basin <br />Mine (TBM) site is in a historically active mining area. The Hastings Mine, an <br />underground mine where 121 miners were killed in an explosion on April 27, 1917, <br />is located only a few miles to the east of the TBM mine site. Numerous other mines <br />were located to the south in Berwind Canyon. A brief history of the area in and <br />around the Trinidad Basin Mine (http://www.sangres.com/history/coalhistorv02.htm) <br />follows in italics below. <br />Principle competition for the Southern Colorado Town and Coal Company was <br />AT&SF's Trinidad Coal and Coke subsidiary. In 1878 this company opened its <br />Starkville mine to supply coal for the AT&SF locomotives. The AT&SF builders had <br />reached the base of Raton Pass one day before the D&RG crew, and worked out a <br />deal with Uncle Dick Wootton (owner of the Raton Pass Toll Road), thus winning the <br />pass for AT&SF. The later Morley mine, located near the northern base of the pass <br />by the Colorado Fuel and Iron company, was named for the head of this AT&SF <br />2
