Page 3 <br />February 9, 2010 <br />On February 5, 2010, Travis Marshall of DRMS, Julia Christiansen and Bob Hartman of U.S. BLM, <br />and Gary Beers of CDPHE were notified by phone of the potential liner leak. A message was left for <br />Mr. Beers; he did not return my call. <br />OOSI proposes to implement the following program to mitigate and stop the potential leak from the <br />evaporation pond. <br />1. Pump the detection vault. Maintain current automated pumping system to reduce head in the <br />pond's underlying detection system. <br />2. Conduct confirmation sampling. Sampling will be conducted the week of February 8, 2010 to <br />confirm the previously reported results for the vault and to assess concentrations in the pond <br />itself. <br />3. Locate the leak in the liner. Work will begin to locate the leak once snow and ice have melted <br />from the pond and air temperatures are sufficient to make the liner more pliable. A full survey <br />of the pond will be conducted. The presence of salt precipitate on the liner surface may inhibit <br />locating the leak. Other measures may be required as work progresses. <br />4. Isolate and repair the liner. The section of the pond containing the leak will be isolated from <br />the remainder of the pond, water pumped from the section, and the leak will be repaired. <br />5. Assess leak repair. Any repairs to the liner will be confirmed by testing in the pond and flow <br />observations to the detection vault. <br />6. Maintain automated pumping system. The automated pumping system will be maintained until <br />it has been determined that the liner repairs have successfully stopped leakage from the pond. <br />7. Maintain normal monitoring program. Weekly inspections of the pond will occur through the <br />spring runoff (March - May) season. Monthly inspections will continue thereafter. <br />The results of the confirmation sampling and analysis and follow-up progress reports will be <br />transmitted to your office as work progresses.
