Martin
Executive Director
Dick Wolfe, P.E.
Director/State Engineer
We have reviewed your letter of September 15, 2009 requesting renewal of the above
referenced substitute water supply plan ("SWSP") for an existing sand and gravel operation. The
required fee of $257.00 for the renewal of this substitute supply plan has been submitted. The
original supply plan was approved on September 15, 1993 and it was most recently approved in a
letter dated January 27, 2009.
Plan Operations
This plan seeks to replace depletions resulting from mining operations at the Bucklen Pit.
The depletions from the mining operation are evaporation, water lost in the mined product, and
dust suppression. The mine is located in Weld County in portions of Section 36, Township 6
North, Range 66 West, and portions of Section 31, Township 6 North, Range 65 West. This
SWSP will cover the replacement of the projected depletions of 55.49 acre-feet from November
1, 2009 through October 31, 2010. The replacements will be made using five shares of the
Greeley Irrigation Company and leased water from the City of Greeley and the Platte River
Power Authority. .
Depletions
The anticipated net depletion for this plan is 55.49 acre-feet per year. Currently there are
17.81 acres exposed at the Bucklen Pit site. The pit is presently being dewatered to allow for dry
mining. The majority of the current exposed surface area consists of a large pond of 17.65 acres
and the additional 0.16 acres of exposed surface area consists of the dewatering trenches.
Based on the information from the previous SWSP, 5.27 acres of ground water was exposed
within the reclamation permit boundary prior to January 1, 1981. You indicated that the 5.27
acres exposed within the reclamation permit boundary prior to January 1, 1981 was backfilled.
Therefore, this SWSP does not seek to take credit from the surface area that was exposed prior
to January 1, 1981 since the pre-81 excavated area no longer includes exposed ground water.
The Bucklen Pit is located within 100 feet from the Cache La Poudre River, therefore the timing
of the stream depletions was assumed to be instantaneous.
Office of the State Engineer f-r RECE'tvpr-
1313 Sherman Street, Suite 818 • Denver, CO 80203 • Phone: 303-866-3581 • Fax: 303-866-3589
www.water.state.co.us BAR ® 2 LJ ;j
D ision oT hetaimrbuur:;
!Mining and Safety
