Water Division 1, Water District 2, Weld County Approval Period: January 1, 2010 through December 31, 2011 Contact Phone Nurnber for Mr. Rick Parsons: 303-667-5067 Dear Mr. Parsons: We have received your letter of January 22, 2010, requesting approval of the above referenced substitute water supply plan ("SWSP") to cover depletions caused by an existing gravel mining operation. The required fee for approval of this substitute supply plan has been submitted (receipt no. 3644275). The original supply plan was approved on April 30, 2001 and was most recently renewed on September 30, 2009. Plan Operation This plan seeks to replace depletions resulting from mining at the S&H Mine Gravel Pit ("S&H Pit") (WDID 0203036) operated by Platte Sand and Gravel LLC ("Applicant"). The depletions that result from the mining operation are evaporation and dust suppression. The S&H mine permit area covers approximately 750 acres and is divided into different cell mines. The two structures included in this SWSP are Sharkey's Reservoir and Sharkey's Pond. The liner of Sharkey's Reservoir has been completed and based on a letter dated November 16, 2007 from Jana Ash, the pit has been lined to the design standard referenced in the August 1999 State Engineer Guideline for Lining Criteria for Gravel Pits. For this plan period all mining will occur from within the approved liner, therefore, the applicant will not be required to augment for water lost in mined product. The water confined within the slurry wall liner will be pumped directly to the South Platte River to allow dry mining. The Sharkey's Pond is an unlined pit that exposes approximately 8 acres of ground water. The proposed replacement source is water stored in priority within Sharkey's Reservoir. The final reclamation of the pit includes backfilling or lining of all exposed groundwater within the permit boundary. The applicant has bonded for lining and backfilling of the pit as part of their permitting process through the Division of Minerals and Geology.
