III. COMMENTS - COMPLIANCE <br /> Below are comments on the inspection. The comments include discussion of observations made <br /> during the inspection. Comments also describe any enforcement actions taken during the inspection <br /> and the facts or evidence supporting the enforcement action. <br /> This was a complete coal inspection conducted by Jason Musick of the Colorado Division of <br /> Reclamation, Mining, and Safety (Division) on 23 February 2010. The weather was clear and the <br /> ground was snow covered during the inspection of the site. Graham Roberts of TMI accompanied the <br /> inspection. <br /> Trapper continues to progress with mining in the F-Pit and K-Ridge Pit. Activity in Horse gulch is <br /> progressing as excess spoil was being placed at the time of the inspection. <br /> Trapper Mine submitted two copies of Bond Release application SL-11 at the conclusion of the <br /> inspection. <br /> Availability of Records <br /> See attached DRMS Availability of Records. All records were inspected at the Trapper Mine site. <br /> Signs and Markers <br /> Mine ID and Blasting signs were displayed in required locations. All required information was properly <br /> displayed at the time of the inspection. Topsoil markers and Permit Boundary markers Inspected <br /> were in good condition and displayed in appropriate locations. <br /> All signs and markers were in compliance with Rules 4.02.2, 4.02.6(3) and 4.02.7 at the time of the <br /> inspection. <br /> Roads <br /> The Life-of-Mine road was dry and stable at the time of the inspection with small patches of snow <br /> noted at the start of the inspection. Roadside ditches and culverts were snow covered at the time of <br /> the inspection with no problems noted. Access roads had limited access due to snow cover. Access <br /> roads appeared stable with no problems noted. <br /> Hydrologic Balance <br /> Middle Flume Pond clean out has been conducted and was completed on 2/5/10. Final clean-up and <br /> grading has yet to be completed. Pond access roads have been graded to allow for maintenance of <br /> the pond. A small pool was iced over at the bottom of the pond at the time of the inspection. The <br /> final survey of the completed clean out has yet to be conducted. No discharge was noted. <br /> All pond embankments observed were snow covered and stable with no problems noted. All <br /> combined spillways observed were in compliance with no damage or maintenance issues observed. <br /> Discharge was noted at only two pond outfalls. <br /> Johnson Gulch pond discharge was measured at .08 with a pH of 8.1 at 2 degrees and 3750 <br /> conductivity. <br /> No Name pond discharge was measured at .14 with 8.0 with a pH of 1 degrees and 2880 <br /> conductivity. <br />
