9 Construction <br />The total disturbed area of the coal mine waste disposal operation (Gob Pile No. 2) is <br />approximately 50 acres, including the required, stockpiles, borrow areas and <br />sedimentation controls. Gob Pile No. 4 added another 5 acres of disturbance. The <br />capacity of the refuse disposal site (Gob Pile No. 2) is approximately 2,000,000 cubic <br />yards. The maximum height between the toe of the proposed fill and its ultimate top is <br />approximately two hundred and forty feet. The capacity of Gob Pile No. 4 is <br />approximately 450,000 cubic yards. The maximum height between the toe of the <br />proposed fill and its ultimate top is approximately one hundred and fifty feet. <br />The first task of the construction of the coal mine waste disposal area was the <br />construction of the sedimentation pond and associated collection and diversion ditches. <br />The second task was the stripping of topsoil, removal of all organic material and <br />salvaging cover material. The third task was the installation of the lateral drains, rock <br />under - drains and excavation of the toe key into competent material as per the <br />recommendation of the Lambert & Associates report dated November 10, 2003. <br />The soil material exposed in the clearing and grubbing operations was compacted prior <br />• to material being placed. <br />The first 50 -foot lift, which encompassed the lower 7.5 acres of waste disposal site was <br />initially cleared of trees and heavy brush. The footprint of the topsoil and coverfill <br />stockpiles was also cleared of trees and heavy brush. The trees and heavy brush were <br />stockpiled and burned. After the site was cleared of trees and heavy brush, topsoil, <br />organic material and vegetation (including sagebrush) was stripped together and <br />stockpiled in the topsoil storage area. Approximately 50,000 cubic yards of topsoil was <br />salvaged for the entire extent of the pile. Coverf ill was salvaged and stockpiled in the <br />designated area. Approximately 28,000 cubic yards were salvaged and stockpiled. <br />Gob pile number 4 was constructed on the borrow area approved by technical revision <br />number 43. The site was initially cleared of trees and heavy brush. After the site was <br />cleared, organic material and vegetation was stripped and stockpiled in the topsoil <br />storage area.
