S
and the lake elevation will be based on the inlet elevation set by the Zigon Lake HOA. Note the
only changes to the Stagecoach Pit permit are to install the pipe around the southern end of the
site and addition of a groundwater recharge pond between the slurry wall and the river. This will
allow the water to re-enter the river system without having a direct discharge into the river that
would require a discharge permit and quarterly reporting.
This plan was designed to make it easy to operate with minimal input from any one
person. The Zigon Lake HOA will have full control over the lake elevation, that regulates the
groundwater levels under their property between the slurry wall and the lake. There are no
permits needed to discharge the water so no testing will be needed and the system will operate
24/7 so it does not have to be monitored daily.
In reviewing the records we received from LaFarge when they transferred the permit to
Albert Frei & Sons, we found that they placed adequate topsoil from this pile along the east side
of the mine to complete the above water resoiling when mining ends as required in the approved
plan. These piles have 3:1 or less slopes and a vegetative cover that protects them from erosion.
The material left from the pile noted in Mr. Ebert's inspection is material that our company will
utilize or sell. It therefore is stockpiled material not topsoil needed for reclamation. We will
begin to remove or relocate it when mining begins if not sooner.
Attached is a check for the $216.00 Technical Revision fee.
