New Elk Coal Company (NECC) is proposing to temporarily store underground <br />development waste and pond cleanings in existing coal stockpile areas. Once the <br />conveyor from the preparation plant to the Refuse Disposal Area (RDA) is operable the <br />waste material will be conveyed to the RDA for permanent storage. <br />Specifically, NECC is requesting that the existing stockpiles shown on permit <br />Map 11 Surface Facilities and Roads East Portal labeled as Raw Coal Stockpile(# 1), Coal <br />Stockpile Area(#2), and the Clean Coal Stockpile be approved for this temporary use. <br />Movement of the materials on site will use the haul roads so labeled on Map 11. <br />Lack of access to the underground works at this time makes the volume of <br />underground development waste generated in the process of rehabilitation of the old <br />works difficult to estimate. The storage capacities of the stockpiles are approximately, <br />113,000 tons, 50,000 tons and 65,000 tons for the Raw Coal Stockpile(#1), Coal <br />Stockpile Area(#2) and the Clean Coal Stockpile, respectively. These capacities were <br />calculated in 10-foot lifts at a 2:1 slope.
