Dudash, Joe <br />From: Dudash, Joe <br />Sent: Wednesday, April 26, 2006 10:15 AM <br />To: Brown, Sandy <br />Subject: Bowie No. 2 PRA 0 and the Forest Service <br />talked to Liane Mattson Tuesday April 25 concerning the PR-10 submittal for Bowie No. 2. She had <br />a few preliminary comments: <br />1. The Forest Service is very interested in what the state engineer's office says in their adequacy <br />comment letter. I told her that we didn't have the state engineer's comment letter yet. <br />2. Liane is going to suggest that a field trip be conducted to inspect Dove Cave. I told her that I <br />would be out for a couple of months and that she should contact you. I told her that Byron didn't think <br />that Bowie's plan to secure Dove Cave would work. <br />3. The lease stipulation for Dove Gulch involves perennial streams. The Forest Service thinks that <br />some portions of Dove Gulch are intermittent but that no sections are perennial. Liane said that, even <br />though there is an important ecosystem in Dove Gulch, the 1300 feet of overburden will diminish the <br />effect of subsidence on the ecosystem. Liane thinks that undermining and subsiding Dove Gulch will <br />be approved by the Forest Service and won't require an additional NEPA. <br />4. Liane wants to see the seismic data sooner rather than later, to see what magnitudes we are <br />talking about. I said that will be one of our adequacy quetions as well. I told her we are also going to <br />ask for an angle of draw demonstration. <br />5. Liane said that the Terror Creek Reservoir owners do not like Bowie getting too close to the dam. <br />They and the Forest Service want to know what the maximum event is that the mining can produce <br />and how Bowie came to the conclusion that mining can go within about 1500 feet of the dam. <br />6. Liane mentioned that there is a special arrangement when an operator wants to do mitigation <br />work on a dam that is on Forest Service land. The special use permit for the dam requires that the <br />reservoir company propose the work to the Forest Service for approval before the work can be done. <br />She said this is what is being done with West Elk and the Minnesota Creek Reservoir. She is going to <br />advise that this is what needs to be done with the Terror Creek Reservoir as well. She suggested that <br />we might get familiar with the Minnesota Creek Reservoir situation so that the PR-10 review and the <br />West Elk review will be on the same page.
