Cattany <br />Seismicity Monitoring Program, Terror Creek Reservoir (Bruce Park Dam) Division Director <br />Natural Resource Trustee <br />Bowie Resources LLC (BRL) has submitted, by e-mail, three reports that provide background and project <br />information concerning the seismicity monitoring; program at the Bowie No. 2 Mine. The submittal is not part of <br />a revision. As you know, BRL is conducting seismicity studies, as required by Stipulation No. 9, to demonstrate <br />to the Division that mining can occur within one mile of the Terror Creek Reservoir (Bruce Park Dam). As you <br />also know, I had asked Bowie to give us this information now so that we have input into the project before it <br />gets too far along. In that way, we won't have any surprises when Bowie submits their final report to us. <br />Stipulation No. 9 was attached to the Bowie No. 2 Mine permit through Permit Revision No. 4 and revised in <br />Permit Revision No. 8. Attached is a copy of the revised Stipulation No. 9. This stipulation lists five specific <br />items that BRL needs to address before they can mine closer than one mile from the Terror Creek Reservoir. <br />BRL has already submitted the Geotechnical Data Report for the Bruce Park Dam for item number one and the <br />Geotechnical Evaluation of Mine Induced Seismicity on the Bruce Park Dam for item number two. Both reports <br />are located in Volume X, "Geotechnical Studies -- Bruce Park Dam", of the Bowie No. 2 Mine permit <br />application. Both of you have reviewed these submittals previously in Technical Revision No. 22. The submittal <br />which is the subject of this memo involves item number three of Stipulation No. 9. <br />I am requesting that you review the submittal and comment on whether or not BRL's planned seismicity <br />monitoring program is what the Division had in mind when Stipulation No. 9 was written. Please review this <br />monitoring program both on its own merits and as a part of the total picture, in light of the two previously <br />mentioned reports that the Division has already received from BRL for Stipulation No. 9. <br />I would appreciate it if you could provide your comments by the end of October. Since no revision is involved, <br />there is no specific deadline date. However, BRL has already begun the monitoring program and they would like <br />the Division's input as soon as possible. <br />I have attached a hard copy of all three new reports to this memo and will forward a copy of BRL's e-mailed <br />submittal to you. In addition, I have included a copy of Stipulation No. 9 in this memo for you to refer to in <br />your review.
