<br />Newspaper advertisement and proof -of- publication will be incorporated into this permit application not sooner than
<br />four weeks and not later than eight weeks after submittal of this application. A copy of the newspaper advertisement
<br />can be found in Exhibit 3, Newspaper Advertisement/Proof of Publication.

<br />Within this permit submission, EC seeks approval to conduct coal mining and reclamation operations on and under
