RULE 2 PERMITS
. Surface and Mineral Ownership
The surface and mineral ownership in the permit revision and adjacent areas is shown on Map 1 and Map
2 and is presented in Exhibit 1, Documents and Leases.
The legal or equitable owners of record of the property to be mined or affected by surface operations and
facilities incidental thereto within the South Taylor/Lower Wilson permit revision area are:
Colowyo Coal Company L.P., 5731 Stale Highway 13, Meeker, CO 81641
State of Colorado. 1313 Sherman Street, Room 620, Denver. CO 80203
U.S. Bureau of Land Manaeement. 455 Emerson Street. Craie, CO 81625
Within the entire permit boundary, Colowyo is the holder of Federal Coal Lease Nos. D-034365,
"C"35874, C-29224, C-29225, C-29226 and State of Colorado Coal Lease 257-135.
The owners of mineral rights are shown on Map 2 and are listed in Exhibit 1 of the current permit.
Owners of land contiguous to the permit boundary are shown on Map land are listed in Exhibit 1 of the
current permit.
Colowyo owns various interests in land contiguous to the South Taylor/Lower Wilson permit revision and
entire permit area. These lands are operated as agricultural properties and contain no areas where mining
has occurred since 1977.
. Colowyo is the only holder of record of any leasehold interest in the property to be mined or to be
affected by surface operations and facilities incidental thereto. Any purchase of record under a real estate
contract of the property to be mined is the same as the applicant, Colowyo. There are no other holders of
record of any leasehold interests for areas located within the permit revision area.
Colowyo Coal Company L.P. will remit all required abandoned mine land reclamation fees
There is no pending purchaser of record of any surface or mineral estate under a real estate contract for
areas located within the permit boundary.
The information required under Rule 2.03.4 regarding surface coal mining permit information through
"ownership and control" relationship is provided in Exhibit 2, Volume 2A of the existing permit.
Information regarding the internal permit azea and contiguous surface and subsurface ownership may be
found in Exhibit 1, Item 11, Volume 2A of the existing permit.
