6. Designated Chemical and Material Handling
As much commercially minable uranium ore as possible will be mined and shipped in
accordance with all Best Management Practices to an offsite mill for processing. Exploration
drilling will be conducted in accordance with all Best Management Practices including dust
control and mitigation during drilling, replacing cuttings in the boreholes, and plugging and
abandoning holes in accordance with regulations as described in Exhibit D.
7. Facilities Evaluation
Maps and drawings describing the facility layout are described in Exhibit C and/or included in
Appendix K - Maps and Figures. The Last Chance Mine site is at an old mine location. The
office, storage (C-Cans), and sanitary facilities, waste dump and ore stockpiles are ideally
located on a previously reclaimed flat area which will be the staging area for mining and drilling
activities.
Monitoring activities will include quarterly checking of the two groundwater monitoring wells
described in Exhibit G and Appendix E. Although the wells are currently dry, if groundwater
accumulates, it will be sampled, and analyzed in accordance with standard protocols and bottle
sets provided by a licensed laboratory (see Appendix E).
For this surface mining operation, no hazardous materials or chemicals will be utilized and
therefore no Spill Prevention, Control, and Countermeasure (SPCC) plans are required.
8. Groundwater Information
Exhibit G provides detailed information about the very limited groundwater in the Last Chance
Mine permit area.
(a) Map C-7 in Exhibit C shows the location of all tributary water courses, wells, springs,
stock water ponds, and reservoirs within two miles of the proposed project site
boundary. There appear to be no irrigation ditches within two miles of the site
boundary. The following table lists all observed or mapped stock ponds in the area
which are dry except following precipitation events or when filled by the rancher by
water tank trucks. No ponds in the vicinity of the Last Chance Mine Permit area
could be impacted by surface runoff from the mine. The Energy Fuels Pinon Ridge
Mill Site groundwater investigations have found no shallow groundwater to be
impacted. South of the permit area the mesa is much higher than the mine and
surface waters cannot be impacted. An ephemeral drainage west of the mine travels
approximately one mile to the northwest then southwest into Wild Steer Canyon.
Table T-l.
