III. COMMENTS -COMPLIANCE
Below are comments on the inspection. The comments include discussion of observations made
during the inspection. Comments also describe any enforcement actions taken during the inspection
and the facts or evidence supporting the enforcement action.
General Comments
This was a partial mine site inspection, made with no operator contact present. Roy Karo had indicated that
neither he nor other SCC staff would be available on the date of inspection, due to attendance at the National
Western Mining conference in Denver. Site access was limited to the immediate vicinity of the shop area and
the segment of Haul Road E up to Pond 002. There was no activity at the site, which has been fully reclaimed
with the exception of the shop facility area. Roads into the interior of the reclaimed mine areas are no longer
maintained during winter, due to the reclamation status.
Weather at the time of the inspection was cloudy and cold, with occasional snow flurries. There was deep snow
cover in the areas accessed, and most areas of the mine site could not be accessed at all due to drifted roads
that are not maintained through the winter.
Sediment Ponds 002 and 003 were both iced over and snow covered; both were discharging clear flows.
Detailed observations were prevented by deep snow cover, but no problems were noted.
3
