ti
III. COMMENTS -COMPLIANCE
Below are comments on the inspection. The comments include discussion of observations made
during the inspection. Comments also describe any enforcement actions taken during the inspection
and the facts or evidence supporting the enforcement action.
General Comments
This was a partial mine site inspection, made with no operator contact present. Roy Karo had indicated that
neither he nor other SCC staff would be available on the date of inspection, due to attendance at the National
Western Mining Conference in Denver. Site access was quite limited, although the MEHR and Road "A" up to
the parked dragline was passable. Beyond that point, the road had not been maintained and I did not attempt to
drive further. Ground conditions were 100% snow covered in all areas except steep south facing reclaimed
highwall slopes, which exhibited patchy snow cover. There was no activity at the shop area or in other portions
of the permit area. The dragline remains parked at the intersection of Road "A" and the Ridgeline Access Road,
where it has been parked since active mining operations ceased.
Weather was cloudy and cold, with occasional snow flurries. Deep snow cover in most areas that could be
accessed made detailed observations.difficult. Pond 006 was iced over and snow covered, and was discharging
clear flow due to spoil spring inflow. All roads were snow covered, but MEHR, Road "A", and the Tie Across
Haul Road have been maintained through the winter and were passable.
There was no activity at the shop area or in other portions of the permit area, and no problems were noted.
3
