ti <br /> III. COMMENTS -COMPLIANCE <br /> Below are comments on the inspection. The comments include discussion of observations made <br /> during the inspection. Comments also describe any enforcement actions taken during the inspection <br /> and the facts or evidence supporting the enforcement action. <br /> General Comments <br /> This was a partial mine site inspection, made with no operator contact present. Roy Karo had indicated that <br /> neither he nor other SCC staff would be available on the date of inspection, due to attendance at the National <br /> Western Mining Conference in Denver. Site access was quite limited, although the MEHR and Road "A" up to <br /> the parked dragline was passable. Beyond that point, the road had not been maintained and I did not attempt to <br /> drive further. Ground conditions were 100% snow covered in all areas except steep south facing reclaimed <br /> highwall slopes,which exhibited patchy snow cover. There was no activity at the shop area or in other portions <br /> of the permit area. The dragline remains parked at the intersection of Road "A" and the Ridgeline Access Road, <br /> where it has been parked since active mining operations ceased. <br /> Weather was cloudy and cold, with occasional snow flurries. Deep snow cover in most areas that could be <br /> accessed made detailed observations.difficult. Pond 006 was iced over and snow covered, and was discharging <br /> clear flow due to spoil spring inflow. All roads were snow covered, but MEHR, Road "A", and the Tie Across <br /> Haul Road have been maintained through the winter and were passable. <br /> There was no activity at the shop area or in other portions of the permit area, and no problems were noted. <br /> 3 <br />
