(Page 2) <br />MINE ID # OR PROSPECTING ID #: M-1985-Ul <br />INSPECTION DATE: 9/]n/in INSPECTOREIS INITIALS: R1(- <br />OBSERVATIONS <br />The Division conducted a joint inspection of the site with Stephanie Carter of BLM. Also <br />present during the inspection was Mr. Tom Smith of Rocky mountain materials, who are <br />operating the site for the permit holder Mr. Bob Stack, Red Canyon, LLC. <br />The site is a large Phased 112 granite quarry, located approximately 16 miles SW of <br />Colorado Springs. <br />Site was active at the time of the inspection. The total permitted acres for the site is <br />675, with maximum acres to be affected at any given time not to exceed 110 acres. The <br />current warranty for the site is $334,000.00. <br />The site was last inspected in 2004 and no problem was cited. However in the past the <br />site had numerous problems relating to erosion and sedimentation. <br />As part of the remedial plan, the operator was required to place 3 large sedimentation <br />basins to handle the 2 year 24 hour rain storm without discharge. The operator has in <br />place an approved storm water discharge permit from the Colorado Department of Health and <br />Environment. The large pond along the access to the property located East of the crushing <br />facility was in good repair. Operator had utilized large rip raps along the natural <br />drainage to limit erosion. Proper berms around the crushing and areas prone to erosion <br />were noted and found to be in good repair. According to Tom, the current storm water <br />detention structures have not exceeded the capacity where discharge had been observed. <br />Snow melt from the recent snow storm was melting and being handled by the road access <br />road ditch at the time of the inspection. <br />Two cones and a jaw crusher were active at the time of the inspection. <br />The reclamation plan for the site only consists of top soiling and seeding the benches <br />with high walls to remain in place, <br />Six benches and high walls were noted at the time of the inspection. High walls were <br />stable and surface failure noted <br />The active mining face was along the west side of the crushing facility. The entire <br />affected area was walked driven and inspected, major drainage controls for the affected <br />area were found to be in good repair. Fuel storage areas were properly constructed. A few <br />drums labeled gear grease were noted along the south side of the access road. Each drum <br />was properly labeled. <br />Given the terrain of the total permit area, the natural terrains are used as part of the <br />permit boundary markers. A permit sign was properly posted at the access to the site. <br />As reported the site was active at the time of the inspection. Large stockpiled processed <br />material was noted along the west side of the crushing operation. <br />From an aerial photo of the site approximately 40-50 acres appeared to have been <br />affected. The site is bonded at present for 110 acre disturbance. Since the reclamation <br />only consists of enc top soiling and seeding, the current warranty is more than adequate <br />to cover the cost. <br />The operation is in compliance with the approved reclamation plan. <br />I & E Contact Address <br />NAME: MR.
