Protection of the Hydrologic Balance: Annual Hydrologic Reports have been <br />submitted annually for the mine and the information within the AHR's has demonstrated <br />the continued protection of the hydrologic balance at the mine site and off-site. Self- <br />monitoring of the sediment control system has been continual, and where regular <br />inspections have revealed concerns with protection of the hydrologic balance, protection <br />measures have been implemented and maintained. <br />Notice to Parties Identified in Rule 3.03.2(1): Please see attached copies of letters and <br />certified receipts sent to specified parties. A copy of the letter to the Weld County Clerk <br />and Recorder, requesting retention of the public copy of the bond release application is <br />enclosed in this section. <br />Newspaper Advertisement: A copy of the newspaper advertisement to be published in <br />the Fort Linton Press is attached. A copy of the proof of publication will be forwarded <br />for inclusion when received. <br />Achievement of Revegetation Success <br />The reports, 2009 Quantitative Vegetation Study Areas 2 5 6 7 9 10, 15, 16, and 19, <br />Coors Energy Company Keenesburg_ Mine Keenesburg, Colorado; 2009 Vegetation <br />Monitoring, Areas 23, 25, and 30, Coors Energy Company Keenesburg Mine, <br />Keenesburg, Colorado; and 2003 Reclamation (Area 29) Vegetation Report (2009), Coors <br />Enerav Comnanv Keenesbur2 Mine, Keenesburg, Colorado document achievement of the <br />applicable revegetation bond release criteria are appended to this application. <br />A summary of the applicable revegetation success criteria and sampled values for 2009 <br />for the Keenesburg Mine follows. <br />Vegetation Cover <br />The revegetation success criterion for vegetation cover for the Keenesburg Mine is a <br />predictive equation based on cumulative precipitation amounts during the period from <br />September-July. The predictive equation for total vegetation cover is y=0.0173x3- <br />0.8592x2+14.562x-47.015, where x is the cumulative amount of precipitation and y is the <br />total percentage of live vegetation cover. <br />The vegetation cover success criterion value for 2009 was calculated to be 35.69% total <br />vegetation cover (based on 13.71" precipitation value). <br />• <br />Coors Energy Company KeenesWrg Mine Page 3 <br />Phase 11 Bond Release: Areas 2, 5,6,7,9,10,15,16,19,23, and 29
