C-1981-019 TR-81 <br />PAR - m1t <br />16 Feb 2009 <br />Page 7 of 7 <br />b) Map 23A indicates zones of highwall mining in the western extent of cross section ST <br />A-A' and northern portions of ST C-C' and ST D-D'. For clarity, these zones should also <br />be identified on the cross sections. Please illustrate the zones ofpotential highwall <br />mining on the cross sections, as appropriate. <br />c) According to Rule 1.04(43a), ""Excess spoil" means spoil material not necessary to <br />achieve the approximate original contour..." For the purpose of TR-81, "permanent" <br />excess spoil is understood to mean the following: 1) spoil placed permanently outside the <br />footprint of the area to be open-pit-mined (as illustrated on Map 23A); and 2) spoil <br />permanently placed at elevations higher than the premining topography was at a given <br />location. "Temporary" excess spoil is spoil placed at elevations higher than the <br />postmining topography, which will be removed prior to final grading. Sections ST A-A' <br />and ST D-D' each portray locations at which the "PMT" is at elevations above the <br />"Premine Topo". These areas should be shaded as they are on sections ST B-B' and ST <br />C-C'. Please shade all areas of `permanent fill" on each cross section. <br />13. Map 45 - South Taylor Fill <br />a) In the cross section views, the slopes ratios are not labeled. Please provide the H. V <br />slope for the "Design Fill" surfaces (where sections have been drawn parallel to the <br />slope), verifying that recommended slopes from the Shannon & Wilson study have <br />been incorporated. <br />b) For each temporary fill, additional cross sections would be helpful, oriented <br />approximately perpendicular to B-B', C-C' and E-E'. <br />c) Extents of anticipated highwall mining are not shown on the cross sections or in plan <br />view. Please add these features to Map 45. <br />d) The maroon-colored line in the southern portion of the plan view is not identified in <br />the legend. Please revise as necessary. <br />e) In the legend, a thin purple line is labeled "South Taylor Fill Design". This line does <br />not appear in the diagram. Please review and revise as necessary. <br />This concludes my preliminary adequacy review comments for TR-81. I am sure we will be <br />having further discussions - perhaps I have misunderstood aspects of the permit.
