The approved mine plan has longwall panels oriented in an east west <br />direction. The new mine plan rotates the panels 90 degrees to a north south direction. The <br />mine plan change is necessary because of difficult mining conditions experienced while <br />developing the 1 East Mains. During the period from October 2 through November 3, three <br />bounces occurred in the area. These bounces occurred on October 2, October 20 and <br />November 3. The October 2 and November 3 bounces required notification to MSHA as they <br />interrupted mine ventilation and stopped production for more than 1 hour. After the October 2 <br />event, MSHA placed the section under a K-order. MSHA was in favor of halting all further <br />mining to the east in this section. The causes of the bumps were not known but they have <br />occurred in an identified high stress zone under the old D-seam main entries, at a depth of <br />overburden of approximately 1700 ft and in an area with several faults trending across the <br />section. <br />The new mine plan will move into a proposed Federal coal lease modification area. Panels are <br />projected under Dove Gulch and Dove Cave. The extent of subsidence from the proposed <br />panels comes within about one quarter mile of the Bruce Park Dam and about 750 feet of Terror <br />Creek Reservoir. The mine plan does not project mining under Terror Creek to the west or <br />Hubbard Creek to the east. <br />Related Permit Actions <br />Permit revision, PR-10, revised B-Seam Mine plan. Through this action BRL expects to obtain <br />approval of its seismic monitoring program and the approval to mine closer than one mile to the <br />Bruce Park Dam and Terror Creek Reservoir. <br />Right of Entry <br />The expanded B-Seam mine plan moves into a proposed lease modification area located north <br />of Federal coal lease COC-61209. The lease modification area encompasses 560 acres more <br />or less.
