III. COMMENTS -COMPLIANCE <br /> Below are comments on the inspection. The comments include discussion of observations made <br /> during the inspection. Comments also describe any enforcement actions taken during the inspection <br /> and the facts or evidence supporting the enforcement action. <br /> This was a partial inspection of the Roadside Portals Mine conducted on February 9, 2010 by Mike <br /> Boulay of the Division of Reclamation, Mining and Safety Grand Junction Field Office. There was no <br /> operator representative present during the inspection. Weather conditions were sunny and cold. <br /> Ground conditions were damp with patchy snow in some areas. <br /> Roads <br /> CRDA-1 and CRDA-2 were viewed along with the UTL and South Portal areas. Roads were mostly <br /> damp in the locations west of the interstate and in the vicinity of the UTL. There was some standing <br /> water and mud along the road accessing Coal Creek. Road ditches were in good condition and culverts <br /> were all generally well maintained throughout the various mine site locations that were inspected. <br /> Hydrologic Balance <br /> Sedimentation Ponds 8, 9, 10, 11, and 13 were inspected. Ponds located west of the interstate were <br /> mostly dry with only some patches of snow. Ponds 8 and 9 were containing small amounts of water <br /> and snow. The sedimentation ponds are all very well maintained and capable of functioning as <br /> intended. All pond embankments, inlets and discharge structures were stable and no problems were <br /> noted at any of the sediment pond locations. Pond 8 at the South Portal is shown in Photo No. 1. <br /> Coal Creek was mostly dry with only a small flow of water at the lower reach by the UTL access. <br /> Drainage and diversion ditches at the CRDA waste piles were stable with no significant erosion or <br /> other problems noted. <br /> Support Facilities <br /> The entire South Portal reclaimed area remains stable. The Kokopelli fruit stand is not open for <br /> business yet. The reclamation throughout the South Portal area remains in very good condition. <br /> At the UTL loop area, Halliburton has made good progress in constructing their Cameo Sand <br /> Offloading Facility. Silos constructed for the sand storage facility are shown in Photograph No. 2. <br /> The entire site is well maintained. Silt fences are in place and properly constructed in vicinity of the <br /> wetland areas located by the UTL Ponds. No problems were identified at any of the support facility <br /> areas during this inspection. <br />
