Box 1974 <br />Idaho Springs, CO 80452 <br />Re: Permit Application Adequacy Review, Hukill Gulch Millsite, File No. M-2009-076 <br />Dear Mr. McHale: <br />The Division of Reclamation, Mining, and Safety (DRMS) has reviewed the above referenced permit <br />application and determined that the following issues must be addressed for the application to meet the <br />requirements of the Mineral Rules and Regulations of the Colorado Mined Land Reclamation Board (Rules). <br />1. Exhibit B, description of vegetation and soil characteristics must be more detailed and inaccuracies must be <br />corrected. Venture Resources may want to contact the Natural Resources Conservation Service (MRCS) for <br />information and assistance. The grass species that are growing at the site must be specifically identified. The <br />percent cover for grass and woody stemmed communities must be estimated. Inaccuracies include: <br />a. The site is described as arid; this site is at the higher end of the annual rainfall range for a semi-arid climate. <br />b. Exhibit B states that there is zero to two inches of poor topsoil at the site. The soil in this location has been <br />surveyed by NRCS; a complete description of the soil is available and must be provided. Intensive surface <br />disturbance proposed for the affected land warrants additional site specific investigation and description of <br />the soil within the area of affected land (see item no. 2 below). <br />c. Exhibit B states that mountain maples and pinon pines are growing at the site. This is unlikely; the species <br />in question must be correctly identified. It is preferable to use both common and scientific names in <br />vegetation description to avoid confusion. <br />2. Exhibit C states that abandoned mine waste rock and/or ore may be imported for processing from other <br />locations, with the recognition of a need for waste stream characterization prior to importation. Provide a <br />commitment to gain approval of a permit modification (Rule 1.1(32)) from DRMS prior to importation of <br />any mill feed from outside the area of affected land. <br />3. Exhibit C states that there is only zero to two inches of topsoil in the proposed area of affected land and that <br />the topsoil is impractical to salvage. While there may be little or no accumulation of true A horizon topsoil at <br />the site, the NRCS soil description indicates useful thickness of AB horizon and Bw horizon soil is likely to be <br />available. Please report on site specific investigations of the soil profile and the potential for salvage both for <br />use in reclamation and to prepare the surface for disposal of tailings. <br />4. A concrete pad for the crusher feed pile is described in Exhibit C. Additional detail is needed to evaluate <br />the pad both as an environmental protection facility and for cost of demolition. A detail drawing and <br />specification of concrete thickness and reinforcing are required.
