Cattany <br />Denver, CO 80203 Division Director <br />Natural Resource Trustee <br />Re: Bowie No. 2 Mine (Permit No. C-1996-083) <br />Technical Revision Application No. 53 (TR-53) <br />Monitoring Well and Dewatering Well <br />Dear Mr. Wolff: <br />The Division of Reclamation, Mining and Safety hereby issues notice, in accordance with Title 34, Article 33, <br />Section 116, Paragraph 4, of the Colorado Revised Statutes, that on January 24, 2008, an application to revise coal <br />mining operations at the Bowie No. 2 Mine was considered complete for the purposes of filing. The revision was <br />submitted by Bowie Resources, LLC. All review and comment periods as provided in the Act and the Regulations <br />initiate from this date of filing. <br />In Technical Revision No. 53, Bowie Resources LLC is proposing to construct two drill holes for the Bowie <br />No. 2 Mine. The 0.34 acre drill pad and 1100 feet of new road would be located near the intersection of Dove <br />Gulch and Hubbard Creek, in Section 34 of Township 12 South, Range 91 West. The first drill hole would be <br />used to monitor the water level in the old D-seam mine workings. If water is found in the old workings, the <br />second hole would be drilled and used to pump any water out of the old D-seam mine workings and into <br />Hubbard Creek by way of a water line. Mining of the underlying B-seam coal can not proceed until any water <br />accumulated in the old D-seam mine workings above is removed. A pump powered by a diesel generator would <br />be used to remove the water from the old mine workings and may be in service for three to four years. The <br />operator does not anticipate that the mine water will have to be treated before being directly released into <br />Hubbard Creek but that will need to be demonstrated beforehand. <br />In the revision cover letter, the operator states that they do not have enough information to determine if cultural <br />resource site 5DT1326 might be impacted by the proposed disturbance since the location of the site is not <br />public information. The proposed disturbance is on land managed by the USDA-Forest Service. The operator is <br />working with the Paonia Office of the USDA-Forest Service to determine if impacts to the cultural site might <br />occur. <br />The underground coal mining operation is on land located approximately 5 miles Northeast of Paonia, Colorado. <br />The permit area is further described as follows: <br />Portions of Sections 2, 3, 4, 5, 8, 9, 10, 11, 14, 15, 16, and 22, Township 13 South, Range 91 West of the 6th P.M. <br />Portions of Sections 33 and 34, Township 12 South, Range 91 West of the 6th P.M. <br />The above-mentioned tracts of land are shown on USGS 7.5 minute Quadrangle map of Bowie. <br />Office of Office of <br />Mined Land Reclamation Denver • Grand Junction • Durango Active and Inactive Mines
