20. The Applicant has indicated the clay liner will be placed in 1-2 foot lifts and compacted with <br />a Caterpillar 316 sheep's foot roller. The Caterpillar 316 will not provide adequate <br />compaction for a two foot lift. For a typical soil liner fill composed of weather shale, the <br />specifications call for a minimum of 5 passes over a maximum 9 inch thick loose lift with a <br />40,000 pound or greater compactor. Please commit to not placing lifts in excess of one foot <br />or select a different piece of equipment for compaction. <br />21. The Reclamation Plan did not address the bonding of the lifts. Proper bonding of the lifts is <br />important in achieving low permeability in soil liners. Once a lift is placed, it should be <br />scarified to a depth of 2 inches to provide good bonding between lifts. Scarification shall be <br />accomplished by disking, raking with a grader, or'an approved alternative method. Please <br />specify how the Operator will ensure the lifts are properly bonded. <br />22. To properly regulate the liner installation, the Division must receive a commitment from the <br />Applicant stating that the design and specifications will not be modified without prior <br />Division approval. <br />23. Please commit to submitting a final construction report and certification for the pit liner. <br />24. In order to assure that the lined pit meets applicable design and performance standards, the <br />inflows of the pit must be measured. Please commit to conducting a liner performance test <br />according to the given specifications. <br />25. The Applicant did not provide a quality assurance plan and procedure outline. Please provide <br />a quality assurance plan and procedure outline or commit to following the quality assurance <br />plan that was approved under the current permit. <br />26. Please specify if the dewatering gap will be backfilled with overburden. Also, specify the <br />total volume of material to be backfilled into the dewatering gap. <br />27. The Reclamation Plan outlines the sequence for backfilling the various cells. Please clarify if <br />the areas designated for backfilling will be backfilled to original grade. Also, please specify <br />the amount of material to be backfilled for each individual cell. <br />28. Please specify the location where the placement of the clay liner will begin and the <br />anticipated direction in which placement of the clay liner will proceed. In addition, specify at <br />what point during reclamation the 2 acre reservoir will be lined. <br />29. The Mining Plan indicates that approximately 816,000 cubic yards of overburden will be <br />removed. However, the Applicant has indicated in Exhibit L - Reclamation Costs, that a total <br />of 300,000 cubic yards of overburden will be replaced. Please specify what the Operator <br />intends on doing with the additional 516,000 cubic yards of overburden that will be removed <br />from the site.
