III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made during the <br />inspection. Comments also describe any enforcement actions taken during the inspection and the facts or <br />evidence supporting the enforcement action. <br />This was a partial inspection conducted by Joe Dudash of the Colorado DRMS. No one represented the operator <br />during the field inspection. Snow covered most of the mine facilities areas. <br />Unit Train Loadout <br />The three entrances to the unit train loadout area were open. Mine id signs were up at each entrance and each <br />sign contained the required information. The three entrance roads were clear of snow. Surface disturbance <br />markers were up around the site. There were no railcars on site. <br />The train loadout bench area was partially covered in snow while the bench outslopes were clear of snow and <br />had a moderate to good vegetative cover. Mine equipment was being stored at the area just west of the <br />substation and at the former grizzly facilities area. There were no problems at these storage areas. The topsoil <br />stockpile on the west side of the loadout bench was partially covered in snow. There was a moderate to good <br />vegetative cover on the stockpile. The topsoil sign was up on the stockpile. <br />There was no standing water, only snow, covering the sediment pond bottom. The bin wall pond embankment <br />appeared to be stable. The sediment pond's upland diversion ditch and culverts were partially covered in snow <br />but appeared to be functional. <br />The central upland diversion ditches and culverts were operating properly as upland snowmelt was being <br />directed through the bench area as designed. The upland diversion ditch that starts at the easternmost entrance <br />gate and directs runoff into the central upland diversion ditch was in place. <br />There were no problems observed with the bridge and the spur line tracks, which were covered in snow and ice. <br />There were no problems with the warehouse building. <br />West Mine <br />The road leading to the West Mine was graded only part way. The entire reclaimed mine site was covered in <br />snow. Both sediment ponds were covered in snow as well. The reclaimed slopes, covered in snow, appeared to <br />be stable. The mine ID sign was up along the road near the former mine entrance road. <br />Well Field <br />The entire site was covered in snow. However, the entrance road was plowed up to the pump house. The mine id <br />sign was up at the entrance and surface disturbance markers were up. The two subsidence warning signs were <br />up along Steven's Gulch Road near the well field. <br />c:/word2007/bowie 1/insp0210
