You also requested to be able to crush your waste
rock to make a decorative crushed stone product. The term of the renewal you have requested
is five years. In a follow-up conversation on 11/25/2009, you indicated that you wished to _
initially purchase a small contract for crusher feed material, so that-you-could test market the
product prior to-purchasfrig a larger long-term contract. BLM is willing to consider your
proposal, and pursue a non-competitive mineral material contract with you at that site; however
we need to inform you of some issue developments prior to proceeding. These issues are as
follows:
1) NEPA Adequacy. The National Environmental Policy Act (NEPA) of 1969 requires that
the Federal Government analyze the environmental impact of Federal Actions. The
original Environmental Assessment for your quarry was completed in 2000 and analyzed
the production of flagstone only, and not the additional disturbance, noise, and traffic
associated with crushing and packaging stone. A new environmental assessment (EA)
will need to be prepared which addresses these issues. We envision this EA addressing a
FS-6200-12a
