4) In 2006, BLM enacted a "cost recovery" policy for processing solid minerals actions on a <br />case by case basis (43 CFR 3000.11). This means that we are required to estimate the <br />amount it will cost to process an application and charge the customer that amount to <br />process the application. The cost is based on the estimated time required by staff at <br />various pay grades (GS-9, GS-11, and GS-12) to review and process your proposal, and <br />an indirect cost ratio of 19.7. A copy of the itemized cost recovery estimate is attached to <br />this document. You have 30 days from the receipt of this letter in which to review and <br />comment on the proposed fee, after which a written final fee estimate and bill will be sent <br />to you to process the permit. This fee must be paid prior to further processing of your <br />application. BLM will track the hours used by various staff to process your project. The <br />cost is presently estimated to be $263.93. If the actual cost varies upwards or downwards <br />from the estimate, we will change the bill to reflect that amount. A copy of this estimate <br />is attached as an enclosure to this letter. <br />We look forward to working with you. Barring unforeseen circumstances we anticipate being <br />able to issue a permit before the end of the winter seasonal restrictions in April.
