2.05 APPLICATION FOR PERMIT FOR SURFACE OR <br />MINIMUM REQUIREMENTS FOR OPERATION AND <br />MINING ACTIVITIES - <br />PLAN5. <br />pertain to 9.05.4.' Also see 2.05.3(3)(b), the Diversion <br />Appendix in Volume 8A, and sheet 6 of the Orchard Valley West <br />Portals designs. <br />(5) Topsoil Handling Plans <br />Topsoil at the East and West Mines will be removed, stored and <br />redistributed in accordance with Sections 4.06.1-.5. Prior to topsoil <br />removal, a determination of the suitability of topsoil as seed-bed <br />material will be performed as described in Section 2.05.4(2)(e)(viii). <br />After suitable topsoil depth and appropriate return depth determina- <br />tions have been made, salvaged topsoil volumes will be calculated so <br />an adequate storage area can be developed. Refer to Section 2.05.9(2 <br />)(d) for site specific proposed and past topsoil handling procedures. <br />Removal <br />Topsoil removal will be accomplished in two steps: (1) clearance of <br />surface vegetation, and (2) removal of suitable topsoil. Large trees <br />and shrubs which would interfere with topsoil removal will be cleared <br />by cutting or bulldozing. Suitable topsoil will then be removed with <br />scrapers, front end loaders or dozers. If no suitable topsoil or less <br />than six inches exists, a request will be made for a variance from <br />topsoil salvaging per Rule 9.06.2(2)(a). <br />Regarding subsoil segregation, the B and possible C horizon will be <br />stockpiled depending on their qualities for comparable root <br />development, especially where they are desirable to ensure soil <br />productivity consistent with the approved Section 2.05.5 Reclamation <br />Plan Post-Mining Land Use. <br />Storage <br />Topsoil will be placed in a clearly labeled stockpile when it is <br />apparent that it cannot be redistributed within three months from the <br />time of its removal. Before stockpiling, an area within the permit <br />area with a stable surface, considering drainage, erosion and flood <br />plain, shall be selected for its placement. After placement in the <br />stockpile, the stockpile will be re-vegetated according to the <br />Revegetation Plan in Section 2.05.4(2e). Stockpiled topsoil and other <br />materials shall not be moved until required for redistribution on a <br />disturbed area. See Maps 8-1, 6A-lA through H, 6A-2A through G, Map <br />8-6 and the Orchard Valley West Mine Portal Topsoil Placement & <br />Sediment Control drawing in the Soils Appendix, Volume 9, for <br />locations of topsoil storage areas. <br />I• <br />Redistribution <br />Prior to redistribution of topsoil on areas to be vegetated, a return <br />depth of suitable topsoil will be determined. Re-graded materials <br />which have become hard packed or smooth surfaced would be scarified to <br />an 8 inch depth with a bulldozer to eliminate slippage surfaces and <br />promote root penetration. Topsoil will then be redistributed at an <br />approximately uniform, stable thickness with scrapers, front end <br />loaders, or dozers. The thickness of returned topsoil will be <br />consistent with post-mining land uses, slopes, and the surface water <br />drainage system. The proposed salvage and return depths of new <br />disturbance shall be submitted to and approved by the Division. Also, <br />topsoil shall be placed in such a manner as to prevent excess <br />compaction and be protected from wind and water erosion before and <br />after it is seeded and planted.
