i

Explanation of Request
Aggregate Industries (AI) is completing mining and reclamation on a 287.4-acre
property permitted under the name of "Brighton Mine" with an existing case
number of PRJ2007-00022. The operation is located along the east side of Riverdale
Road roughly where 144th Avenue would bi-sect the permit area. Reclamation of the
property will leave three lakes on the property. The southern two lakes will be
utilized in the future as sealed water storage reservoirs for the City of Thornton,
and the third north lake will be an unsealed lake area to be conveyed to Adams
County for open space uses.
Approximately %2 of this area was permitted originally for mining and reclamation
in 1977. Mining didn't commence until 1982, and this original area was mined
intermittently until Al acquired the property. After Al acquired the original
-- 'property,-and other-adjacent: properties, AI gx anded and amended the State's
Reclamation Permit (#M-77-438) and obtained the County's approval^in`Cointy - --
Case No. PRJ2000-00026 of revised and expanded mining and reclamation plans.
PRJ2000-00026 had a mining expiration date of 09/18/07 and a reclamation
expiration date of 01/01/09. Then, in response to the economic slowdown, Al
received an extension of the mining expiration date to 12/31/09 and the reclamation
date to 12/31/10 in Case No. PRJ2007-00022.Since approval of PRJ2007-00022, the
applicant has been working diligently to complete both mining and reclamation, but
the continuing slowdown in the economy the last few years, has continued to slow
the rate of mining.
Al is therefore requesting a 9-month extension of the mining completion date to
09/30110. No extension is requested on the existing 12/31/10 reclamation completion
date. The hours of operation will continue as the presently allowed of 6:00 am to
7:00 pm. Truck traffic will continue to be an estimated maximum of 500 truck
trips/day, but because of the economic slowdown, mining and hauling will continue
to be intermittent. Except for local deliveries to the south, truck traffic will continue
to be required to utilize Riverdale Road north to SH7. All other standards and
conditions of PRJ2007-00022 will still be followed, and Al would request a favorable
recommendation from the Planning Staff and a_favorable decision by the: Planning
Commission of this Conditional Use Minor Amendment request.
Accompanying this Explanation are of an Index Map showing the property's
location, the Mining and Explanation Plan Narratives, and reduced copies of the
Mining and Reclamation Plan Maps.
INFORMATION PROVIDED
BY APPLICANT
