Sandy had to do something else so she will be <br />busy for a little while. We did look at Map No. 1, Surface Ownership. It appears that the proposed site is on land <br />that is managed by BLM and that there is a "No Surface Occupancy Stipulation" restriction on its use. The <br />restriction requires BLM approval for all unavoidable surface disturbances. Right off the bat, Bowie is going to <br />have to work with the BLM on this MR. I also don't know what <br />Sandy, or for that matter the BLM, will say about not stripping topsoil. When Sandy has some time, we will talk a <br />little more about this MR. <br />10/18/2007
