(Page 2) <br />MINE ID # OR PROSPECTING ID # M-2009-086 <br />INSPECTION DATE 01/29/10 INSPECTOR'S INITIALS PSH <br />OBSERVATIONS <br />This was a pre-operation inspection of the Pickering Family Pit conducted by Peter Hays with the Colorado <br />Division of Reclamation, Mining and Safety (Division). Mr. Ted Pratt with Flintstone Gravel & Trucking, Inc. <br />was present during the inspection. <br />The 112c application package was received by the Division on November 20, 2009 and deemed complete for <br />purposes of filing on December 11, 2009. The Pickering Family Pit is located approximately 1/2 mile northeast <br />of Granby, Colorado in Grand County. The required notice sign was posted at the entrance gate off of County <br />Road 609 and the permit boundary corners were delineated with metal t-posts painted orange. <br />The proposed Pickering Family Pit will be 19.90 total acres with two mining phases of 7.5 acres each and 4.9 <br />acres for the access road from County Road 61. The initial use of the site will be as an aggregate source and <br />asphalt plant site for a paving project in Rocky Mountain National Park. The site was partially snow covered; <br />however the tops of sagebrush and wheatgrass were visible through the snow. No noxious weeds were <br />observed during the inspection. <br />The Special Use Permit (SUP) for the site was approved by Grand County on January 26, 2010. The SUP <br />requires the applicant to place stockpiles along the western permit boundary as a visual berm. The <br />construction of the berm may require the applicant to revise the order of mining phases by staring mining <br />activities in Phase 2 instead of Phase 1. The applicant may also eliminate the mining phases completely <br />depending on the space requirements of the asphalt contractor. The application is still in the adequacy <br />review period with the Division, so the changes may be handled as part of the adequacy process or the <br />changes may require the applicant to submit a technical revision to the application. <br />The present land use is rangeland. The proposed post-mining land use is pastureland. Mining will create a <br />depression in the terrace deposit and daylight out into the center drainage channel. The reclamation plan will <br />be to reshape, re-topsoil and reseed the area with grass seed once mining is complete. Reclamation will run <br />concurrently with mining. <br />Pre-operation inspection photographs are attached below. Copies of comment letters from Xcel Energy, Xcel <br />Energy High Pressure Gas and the Colorado Division of Wildlife were provide to the applicant during the <br />inspection. All structures noted on the Pre-Mining Plan Map appear to have been identified.
