III. COMMENTS - COMPLIANCE <br /> Below are comments on the inspection. The comments include discussion of observations made <br /> during the inspection. Comments also describe any enforcement actions taken during the inspection <br /> and the facts or evidence supporting the enforcement action. <br /> This was a partial inspection conducted by Kent Gorham of the Colorado Division of <br /> Reclamation, Mining, and Safety(Division). This mine is in permanent cessation and <br /> reclamation of most areas is complete. The weather on this day was clear and cold. Ground <br /> conditions were good for the winter season with minimal snow cover. <br /> Roads <br /> The access road into <br /> the site was found in <br /> excellent condition for <br /> the winter season. <br /> Hydrologic Balance <br /> The primary discharge <br /> riser for Pond 5, shown <br /> at right, was fully t <br /> exposed. The lower <br /> outlet gate was found _ - <br /> closed and appears �� <br /> rusted, possibly <br /> preventing opening <br /> without some difficulty. <br /> The design calls for <br /> discharge through the <br /> top of the riser, which <br /> was found open with an <br /> anti-vortex device and <br /> trash rack firmly in- x II <br /> place. <br /> Pond 4, designed to <br /> treat runoff from the <br /> RDA, was also found <br /> dry and appeared in <br /> normal and functional <br /> condition. <br /> Processing Waste <br /> The Refuse Disposal Pile (RDA) was traversed on foot. The operator has been diligently <br /> removing any remaining roof bolts on the RDA, which were used many years ago for straw <br /> bale installations. One was found at the east end of the RDA on the crest overlooking Pond <br /> 3 <br />
