III. COMMENTS -COMPLIANCE <br /> Below are comments on the inspection. The comments include discussion of observations made <br /> during the inspection. Comments also describe any enforcement actions taken during the inspection <br /> and the fads or evidence supporting the enforcement action. <br /> This was a partial coal inspection conducted by Jason Musick of the Colorado Division of <br /> Reclamation, Mining, and Safety (Division) on 21 January 2010. The weather was cloudy and the <br /> ground was snow covered during the inspection of the site. Graham Roberts of TMI accompanied the <br /> inspection. <br /> Trapper continues to progress with mining in the F-Pit and the Q Seam in K-Ridge. Activity in Horse <br /> gulch is progressing as excess spoil was being placed at the time of the inspection. The small area of <br /> D-Pit is being utilized for the newly acquired truckAoader fleet. <br /> Hvdroloaic Balance <br /> The construction of the underdrains associated with the Horse Gulch Fill has been completed. <br /> Underdrain rock material has been placed at the point of the toe of the final fill location. The rock <br /> placed in the underdrain is in compliance with Trapper's permit and Rule 4.09.2(2). Fabric is in place <br /> over the rock material as noted in Trapper's permit- No problems were noted with the underdrain <br /> construction. <br /> The disturbance area runoff associated with the Horse Gulch Fill reports to Horse Pond. The channel <br /> from the toe of the Horse Gulch Fill to Horse Pond has been Rip-Rapped and was stable with no <br /> problems noted at the time of the inspection. Horse Pond's had no incoming water noted and no <br /> discharge noted. <br /> Equipment was in the process of being mobilized to the Middle Flume Pond for clean out. <br /> • a ` � �'!t'_��' :,mob: `�� d i �.` i <br /> Toe of Underdrain Rip-rapped channel into Horse Pond <br /> Explosives <br /> Blast drill holes were being loaded in F-Pit at the time of the inspection. All signage was in place <br /> according to the Trapper Mine permit. No problems were noted. <br />
