Although you <br />were contacted and unable to attend the inspection, we did meet onsite in conjunction with David <br />Bird of the Colorado Division of Reclamation, Mining and Safety (CDRMS). <br />During the site visit, global positioning system (GPS), available maps and general file information <br />were used to aid in determining the operational area described in the plan of operations, as well as <br />surface disturbances associated with the mining. However, it appears that not much activity has <br />taken place recently within what could be best determined as the permitted area. Therefore, per 43 <br />CFR 3809.401(b)(5), an Interim. Management Plan should be in place to manage the project area <br />during periods of temporary or seasonal closure. Some of the items that, need to be addressed as --- <br />part of an interim management are summarized below: <br />1. Stabilize excavations and workings (although currently this does not appear to be an issue, <br />provisions for stabilization may be needed in the future if periods of temporary/seasonal <br />closure occur after significant work has been conducted); <br />2. Monitor site conditions during periods of non-operation; <br />3. Measures to maintain the project area in a safe and clean condition; <br />4. Notification to BLM of unplanned or extended temporary closures.
