C-1981-008
PR-06 PAR
22-Jan-2010
potential cropland will be reclaimed with stockpiled topsoil. NRCS has indicated that
they have observed significant production benefits on depleted croplands from
incorporation of manure. It may be the case that stockpiled cropland soils would benefit
from manure incorporation.
Please consider including manure incorporation at MRCS recommended rates as an
additional practice associated with cropland soil replacement. Use of the practice
on a relatively small area initially on a trial basis, would be acceptable.
Rule 2.05.4(2)(e) Revegetation
44. In the first paragraph of sub-section 4.0 in Section 2.05.4(2)(e), on page (e)-19 of the
Redline text version, narrative indicates that companion crops of annual grains would not
be used during establishment of irrigated stands. NRCS has indicated that planting a
companion crop of oats or other small grain is an accepted and recommended practice for
establishment of irrigated alfalfa. A low seeding rate of 20-30 lbs/acre is recommended.
Please amend the narrative as recommended, for irrigated alfalfa plantings. An
additional footnote should be added to Seedmix #2, indicating that if any one of the
component species listed is seeded as a companion crop with irrigated alfalfa, the
seeding rate would be 20-30 lbs/acre for the companion crop.
45. The 4"' paragraph in subsection 4.9, on page (e)-27 of the Redline text version states
"...lands that are to be returned as irrigated pasture may be irrigated using sprinkler
irrigation. The irrigation design and application rates will be submitted to CDMG for
concurrence". These statements imply that irrigated pasturelands might or might not be
irrigated, and further that information regarding design and rates would be submitted at
some future unspecified time. We presume that the first statement was intended to allow
for irrigation methods other than sprinkler irrigation in some situations, and that the
second statement is an outdated relic. A summary of irrigation methods and reference to
supporting calculations for the irrigated cropland on the Morgan property is provided in
the final paragraph of the section, however no such summary or reference to supporting
calculations and layout is provided for irrigated pasturelands.
Please clarify and update the language regarding irrigated pastureland irrigation,
and provide a summary description and a reference to supporting calculations and
layout comparable to that provided for Morgan property irrigated alfalfa cropland.
46. Seedmix #8 for Dryland Pasture contains some errors; the individual species seeding
rates do not add up to the 5.91bs/acre PLS indicated. Also, we would recommend
inclusion of an additional rhizomatous grass to replace smooth brome, which was
previously removed from the mix because it is not adapted to dryland plantings in the
Nucla area. We recommend inclusion of the native species western wheatgrass (Arriba
cultivar). Recommended PLS seeding rates (lbs/acre) are listed below to achieve the
standard 20 PLS seeds per square foot rate previously recommended by NRCS.
