C-1981-008
PR-06 PAR
22-Jan-2010
2.05.4-1. While 5H:1V maybe the steepest slope, it is not representative of the overall
topography.
Please review the text and revise for accuracy and clarity.
35. The second paragraph of the Postmining Topography section on page 9 uses the term
"typical' to describe the cross sections shown on Map 2.05.4-1. As in item 33, above,
please delete the work "typical". The word "existing" should be deleted from the
sentence describing the information shown on these cross sections.
36. The Post Mine Overburden and Backfill Balance Table was not provided with
Attachment 2.05.4(2)(c)-7.
Please provide the Post Mine Overburden and Backfill Balance table, as indicated.
37. Map 2.05.4-1- Existing & Projected Reclamation Contours has been revised to show the
reclamation contours completed as of 2007 and those contours projected to exist when
mining comes to a close. Four cross sections are illustrated, three of which run in an E-
W direction. We believe that two additional cross sections in the N-S direction are
needed to more adequately portray the contour changes proposed to lands west of 2700
Road. Practical locations for these sections would be along the WFC/Lloyd property line
and along the Lloyd/Benson property line, each section extending from the northern to
southern limits of the permit boundary.
Please add the two requested cross sections to this map. In addition, please add
stationing markers (500-foot increments would suffice) to the cross section lines in
the plan view.
38. Map 2.05.4-1-2 - Western Mining Area Post Mine Topography & Mining Sequence has
been provided at a larger scale to illustrate the pit sequence projected for the remainder of
the mining at New Horizon Mine. Pits have been re-numbered, starting with "1 ", and no
schedule details are shown, creating confusion between this map and Map 2.05.3(3)-2.
Ownership portrayed for the Benson parcel is obsolete.
Please revise this map to be consistent with pit sequences previously described and
to show the years mining is anticipated for each pit. A bar scale is also required,
and parcel ownership needs to be updated.
Rule 2.05.3(5) Topsoil Removal and Storage• Rule 2 05 4(2)(d) Reclamation Plan for Removal
Storage and Redistribution of Topsoil and Subsoil
39. In subsection 10.1 of Section 2.05.4(2)(d), there is reference to an area where selected
overburden was approved and used for plant growth medium due to lower topsoil
recovery than originally projected, and Map 2.05.4-4 is referenced for the location of the
variance area. On the current approved version of Map 2.05.4-4, there is a 16.44 acre
