Section 2.04.13 <br />16.Please add to the permit application the following historic reclamation information <br />pertaining to the Seneca II lands that will be transferred to the PSCM: <br />a) A year-by-year summary of seeding, <br />Seed mix planted, <br />ii. Inter-seeding, date and seed mix used, <br />iii. Location and date of transplants for concentrated shrub clumps. <br />b) A summary of topsoil replacement for those parcels that have not yet received Phase II <br />bond release. <br />c) A summary of past husbandry practices; <br />i. Weed control measures; method-chemical, biological, or mechanical, <br />describe, and what species was being controlled. <br />ii. Grazing, location and AUMs, <br />iii. Mowing, location and dates (year would be adequate, for example: <br />Mowed parcel 89-2 in 2001). <br />d) A map showing the year each of the reclaimed parcels was seeded and the dates of <br />any inter-seeding or re-seeding that occurred on the parcels. <br />The intent of incorporating this information into the PSCM permit stems from the information <br />that the Division needs to evaluate at the time of bond release. Summaries presented as tables <br />would be adequate. <br />SCCC Response: The above information has been compiled and is included in new Exhibits <br />2.04.13-E1, Historic Revegetation; 2.04.13-E2, Topsoil Replacement Summary; and 2.04.13-E3, <br />Historic Husbandry Practices and referenced in revised text section 2.04.13 beginning on page <br />2.04-174, Annual Reclamation Report. Graphical information to support the summaries <br />presented in the exhibits is shown on new Maps 2.04.13-M1, Revegetation History and 2.04.13- <br />M2, Grazing Map. All revised and new materials are included in the PAP revision package. <br />Section 2.05.3 <br />17.To be consistent with the definition of "affected area" in Rule 1.04(7), please add to the <br />description of the affected area in the next to the last paragraph on page 2.05-9 the <br />following two items: the life-of-mine undermined area and the area within the trace of <br />the angle-of-draw on the land surface. Also, please ensure that elsewhere in the permit <br />application other references to the affected area or depictions of the affected area <br />conform to the definition in 1.04(7). <br />SCCC Response: A perimeter was created around the LOM room and pillar area that <br />encompasses 1264 acres based on the life of mine plan and 20 degree angle of draw from the <br />bottom of the coal seam (see Map 2.05.2-M1) to aid in evaluating subsidence potential.
