The reclaimed portions of the Seneca II Mine that are proposed for transfer to PSCM <br />need to retain the woody stem density success requirement equivalent to that previously <br />approved for these reclaimed lands in the Seneca II Mine permit; that is, 200 stems per <br />acre "background" plus 2000 stems per acre in high density areas. Please ensure that <br />previously approved reclamation success standards for the lands reclaimed under the <br />Seneca II permit that will be transferred into the PSCM permit, retain the previously <br />approved success standards. <br />Please provide additional explanation as to why a lower shrub density standard is being <br />proposed for those areas proposed to be disturbed under the PSCM permit, than what had <br />been previously approved under the Seneca II Mine permit (SCCC is proposing only the <br />background shrub density standard on the PSCM disturbance, yet the Seneca II <br />disturbances had a background plus a concentrated shrub density standard). <br />SCCC Response: The PSCM reclamation plan section covering revegetation standards for <br />woody density (pages 2.05-53 to 54) has been modified to reflect a 2000 stem per acre density <br />standard for the shrub concentration areas and a 200 stem per acre density standard for the <br />remaining reclaimed background areas. Text has also been added to confirm that the existing <br />standards of 2000 stems per acre in high density areas and 200 stems per acre in the remaining <br />background areas is retained for those portions of the Seneca II Mine that are transferred to the <br />PSCM permit area, as are the other Seneca II revegetation standards. This has always been the <br />intention and is why Exhibit 2.05.4-E1 covering Seneca II mined land vegetation evaluation <br />procedures for bond release was included in the original PAP submittal. This exhibit is again <br />referenced in the revised permit submittal. A completely revised Section 2.05.4(2)(e)(i-v) is <br />included in the PAP revision materials. <br />25.Page 2.05-44 refers to Seneca II Mine's Bond Release Blocks (BRB) 1, 2, 3, 4, and 5. <br />Please direct us to, or provide, a map depicting the limits and location of the various <br />BRBs. If the permit application discusses defined land units, then a map or figure is <br />needed in the application that clearly shows where the map units are located. <br />SCCC Response: The requested information has been included in the PSCM PAP as a <br />component of new Map 2.04.13-M1, Revegetation History, which also corresponds to <br />information contained in Exhibit 2.05.4-E1. This map was prepared in conjunction with the <br />information requested in Item 16. The text on page 2.05-47 has been modified to include <br />reference to the map. New Map 3.02.2-M1 shows the bond release status for Seneca II <br />reclaimed lands transferred to PSCM. <br />Section 2.05.4(2)(b) <br />26. Page 2.05-35 includes an inventory of structures, as well as reclamation plans for <br />proposed disturbance areas. The permit application does not include a reclamation cost <br />estimate. The Division is evaluating reclamation costs. SCCC has informed the <br />Division there will be changes to the location of the facilities. This will affect haul <br />distances and facilities construction. The Division is currently calculating reclamation <br />costs based upon the information provided in the initial permit application submittal.
