III. COMMENTS- COMPLIANCE <br /> Below are comments on the inspection. The comments include discussion of observations made during the <br /> inspection. Comments also describe any enforcement actions taken during the inspection and the facts or <br /> evidence supporting the enforcement action. <br /> This was a complete inspection conducted by Joe Dudash of the Colorado DRMS.No one represented the <br /> operator,the Bear Coal Company, during the field inspection. The entire site was covered in several inches of <br /> snow.At the end of the inspection,Ron Hanna,the water sampler for the Bear Coal Company,arrived on site. <br /> Sims and Markers <br /> The mine identification sign was on its post at the top of the hill at the entrance to the site. The required mine <br /> information was listed on the sign. The"records location" sign was also up at the top of the hill. Surface <br /> disturbance markers were up around the site. The"no trespassing" sign was on the entrance gate. <br /> Roads <br /> The paved entrance road was covered in snow but was passable. The bridge across the North Fork of the <br /> Gunnison River was covered in snow as well.The small,one square foot sized hole in the bridge has not been <br /> repaired yet. The entrance gate was open. <br /> Hydrology <br /> The sediment pond was covered in snow,although there did not appear to be any standing water in the pond. <br /> The gated primary discharge pipe was closed. The collection ditch leading into the sediment pond was covered <br /> in snow but appeared to have sufficient capacity. <br /> The hillside spring water treatment pond was mostly ice and snow covered. The hillside spring was flowing into <br /> its channel and into the culvert that leads to this pond. The treatment pond was discharging the usual orange <br /> colored water into the river at about 10 gpm.This orange colored pond discharge has been shown in the past to <br /> be in compliance with water quality standards. <br /> The riverside berm was in place and had sufficient height. The caps were on the two alluvial wells. <br /> Reclamation <br /> The hillside portion of the disturbed area was covered in snow. The flat facilities area also was covered in snow. <br /> Records <br /> The required mine records were located at the Bowie No.2 mine office.Attached is the records checklist. <br /> c:/word2007/bear3/insp0110 <br />
